Draft
A goal is saved and can be viewed only on the web module of ezPulse. Managers, owners, and providers will not be able to see draft goals in the ezPulse mobile app.
Published
A goal when ready has to be published to be viewable on the mobile device.
A manager and owner can view data for all users of the location on the mobile device for a published goal.
A provider can view only his/her targets of a metric on the mobile device
